Energy Performance Certificates & Display Energy Certificates
Article 7 of the Energy Performance of Buildings Directive states: -
An Energy Performance Certificate (EPC) must be made available whenever a non-dwelling building is constructed, sold or rented out.
The EPC must be accompanied by a list of cost-effective measures to improve energy efficiency.
The display of an EPC which is known as Display Energy Certificate (DEC) is required in all public buildings over 1000m2.
The DEC and advisory report must be lodged in a national register and given a unique certificate reference number.
Dates for implementing this directive are dependent on the size of the building
6th April 2008 Non-dwelling buildings over 10,000m2
4th July 2008 Non-dwelling buildings over 2,500m2
1st October 2008 All remaining non-dwelling buildings

SAP 2005 (Standard Assessment Procedure for Energy Rating of Dwellings). SAP is adopted by the government as part of the UK national methodology for calculating the energy performance of buildings.
SBEM (Simplified Building Energy Module) is the methodology of calculating CO2 emissions of commercial buildings which is laid out in Part L of the Building Regulations.
